For better or worse, the US government has basically come to the conclusion that if they enforce the law against black people, black leaders are going to say that it's racist apartheid, and black people in general are just going to accept that as true - and they're going to riot.
And the riots are going to be big enough that the government will be unable to maintain law and order. So everything they do is based on pretending it didn't happen, and trying to convince everyone they didn't see it.
It's becoming more and more obvious that they have to stop this at some point, but when they do, it's pretty obviously going to lead to race riots because blacks see themselves kind of as America's Palestinians who have to stick together to survive.
