The degenerate elites of Europe would not allow him to have peace because he was not one of them (especially England)

Wonder what France could have been if the combined forces of Europe were not conspired against him for decades..

I'm no expert, but my reading of it is different.

The other European powers harassed him endlessly, and Napoleon knew that the best defense is a good offense.

He was trying to rule France as emperor, and doing a damn fine job of it, but forces kept being raised against him.

Napoleon was the strong man who came along after hard times.

Seems inevitable.
