Although it doesn't help that the very first thing Putin did was bomb the capital. It's cool if they just want to readmit the regions that are Russian in all but name, but the work they've put into it does not at all suggest that this is all they wanted. They seem to have gone for the blitzkrieg and are upset it failed.

Note how DPR/LPR got absorbed as parts of Russia proper instead of just recognized as sovereign breakaway regions like Abkhazia or Northern Cyprus only a year into the war/operation.
