If it doesn't, what's a good instance that allows free speech? If it does, what's a good instance that allows free speech and also isn't too blocked (assuming that's possible)?
When it comes to "free speech", I mainly want intellectual freedom. I don't want the freedom to say slurs and promote violence, but if that's all that's available please tell me anyway.
