The #ATProto approach to decentralisation seems to be to split up the operation of a social media site and let the public run components of it.
The normal approach is for the network to be made of nodes, each of which has all three necessary components: accounts (PDS), propagation (relay), and interface (app view). Which makes much more sense if your goal is to allow people to be independent.

So #ATProto seems to be useless if you want decentralization for the purpose it's normally used. But it might be useful for centralised spaces, like forums.

That way you could use the same account across multiple sites.

But everything still depends on the relay, which can also shut down.
