How is that implied by "property rights are human rights"?

You value both human rights and property rights – but you value property rights more than human rights."

What I find intriguing about this quote is that it's a conservative, explaining in his own words, that their entire political project is about reversing the trend of increasing personal and community freedoms. Going right back to freedom from the state dictating your religious beliefs and practices, which the Protestants Reformation was protesting against, and successfully reformed.
Totally undermining the common claim on the populist right that conservatism and liberty are natural allies.
