I don't think this is intentional, more of a miscalculation. Once you build an empire on a foundation of lies, it's only a matter of time before it collapses. I don't think this is a worldly geopolitical issue as much as it is an empire coming to the brink of collapse because someone somewhere slipped up and dialed down the population pacification too much.
