There is no single central signal server. Signal uses #AWS cloud, next to Google Cloud, Microsoft Cloud and Cloudflare, all under US legislation. If any of these clouds goes down or becomes otherwise problematic, chatting degrades or fails.

I feel like nowadays you could have an authoritarian regime control the general populace through strict censorship of videos, images, podcasts, etc. but have total freedom when it comes to long-form writing, because the medium itself is sufficient to gatekeep anything troublesome from the masses.
