That's not what's going on, it's similar but if you model it that way you will make certain very wrong conclusions.

Women are in a bitter endless war with one another, and their main weapon is deception. So they're not exactly "protecting" their most egregious members, but rather promoting the most terrible decisions so as to hopefully wipe out the competition.
