I think I figured out the issue with my 3d printer. It worked really good forever, but then lately hasn't been working that well. I think the reason is that the bed temperature wasn't controlling well. I took the PEI plate off, and noted that the plastic attached to the bed (the plastic that every review hated on) had started to separate from the bed. That was actually great for me -- I pulled it off and put down some blue painter's tape. I'm going to print now and we'll see if that improves things.
Could explain a lot -- The peeling I was seeing was massive, and basically meant that I couldn't print anything. I can imagine a few reasons why this would cause that effect.
Although the PEI plate remained mounted on the board, I had stopped using it as a printing surface long ago because the tape worked better, so it made sense to just use the glass plate. I guess I'll have to get some goo gone to get rid of the glue that was holding the plastic print surface on.
