I think the reason that women are so bad at raising men is that a good man in order to become culturally mature requires self-control and discipline to a level that women aren't socialized to. Nobody -- least of all women -- expect women to have the same level of self control as men.
Study after study shows that women are at least as and possibly more prone to acts of violence as men, but as a million pickle jars around the world are fully aware, men as a whole simply have access to more force than women as a whole. Therefore, the same acts of violence at the same strength level relative to the strength of the person committing the act will have much different consequences.
That would be why despite committing similar numbers of acts of violence, men overwhelmingly end up being the ones who face criminal charges -- first because the consequences of the same relative act are going to be significantly higher, and secondly because the law is sexist and recognizes the difference in the ability of men to harm compared to women and the fact that men must exercise greater amounts of self-control than women and therefore focus more on punishing men who fail to exercise that greater amount of self-control.
Differentiating between criminal violence and lawful violence like law enforcement and military service, those if they're done right represent the other side of the coin. It takes discipine and self-control to say "I'm going off to die to protect my home and my family". A soldier doesn't get to pick who they're at war with or who they're at peace with. If Margret Thatcher sends a soldier to war, they're going to war to uphold their oath to king and country.
