@Jkid it's bigger than just the cons. The Vic situation shows it -- there's people with nothing else going on in their lives who go out playing gatekeeper, as well as potential guests such as actors or cosplayers.

It's sort of a game theory thing. You have one group that would prefer to be free who doesn't want to impose anything on anyone else, and another group that wants to control others and will use whatever their influence to force their will on others. A very small number of the latter can dominate a large number of the former because you can't freedom with a gauntlet.
