Back in high school, they had this 60s thing. Lots of people dressed like hippies, but most people were just sorta normal and stayed away from all that stuff. I think that's what's going on here. 99.9% of adults don't want anything to do with this, so you end up with a tiny group of psychopaths who don't see any problems. A tiny group of that tiny group have access to kids.
