I'd argue the fact that people believe it speaks to the loss in credibility the state has suffered due to their own actions.

I mean, you tell me that you can say with 100% certainty that the state didn't manufacture something, you given all of the fake stuff manufactured by the state just since the year 2000.

I'm sure we'll find those wmds any day now you know...

Part of me thinks a big thing that needs to happen is an end to sovereign immunity. If individual politicians, bureaucrats, and police were personally responsible when people's human rights were violated to the extent that they open themselves up to jailtime if they really badly violate people's civil rights, suddenly they'd be a lot less likely to try. We regulate everything else that way, but not the people with the most power.
