I've seen frustration that the incident went ignored for days, that a reaction from Washington has been absent, that the people who live there are probably getting screwed and ignored after three years of oppressive actions "for our health" and a general disinterest from significant institutions.
Grassroots reporting and social media has driven the story from what I can tell.
If Norfolk is guilty, then let's have at it, but the issue from my perspective is the unwillingness of the elites to even pay attention to it.
