There's a number of factors explaining why crime is on the rise. The law not being enforced superficially appears to be a reason, but I think that's a symptom of the broader problem of a decadent civilization in decline. Income and more importantly wealth inequality is very high compared to average incomes, and all the things that would normally help people endure hard times such as religion, philosophy, community, and shared values have been blown up by the postmodernists.

If there were easy answers, we would have gone out and done them already. The west is a civilization that has been in the process of committing cultural suicide for a century since World War 1 proved that "civilized" Europe could still have atrocious wars and World War 2 broke the idea that "civilized" Europe is too evolved to commit atrocities.

I think we're starting to see a shift where people are intuitively and viscerally understanding that postmodern deconstruction isn't helping anyone get ahead, but it's going to take a genius or group of geniuses to return to the wisdom of the past while also making changes to previous ideologies that reflect changes required to take that wisdom into the modern day. If we're lucky it'll be someone like a Jordan Peterson, if we're unlucky it'll be someone like an Andrew Tate.

The key will be finding a compelling reason to follow the guilt based ethic of aiming at a high standard and policing ourselves when we miss the mark. I think Peterson has come the closest in this regard, and he's facing a lot of opposition from the postmodernists.

I like the use of the word "foundational" instead of "traditional". It isn't just about following traditions, it's about what's fundamental to being a good person, a good neighbor, and a good citizen.
