You can also legislate away all privacy like sweden is doing! That way you don't have to think about why or preventive measures at all. You just monitor everyone 24x7! ;)
Seems to me that NYC is a great example of a place that it doesn't matter if you commit a street crime, the only way to get arrested is to piss off some bureaucrat.
