Of course it does. That's the only reason to have immunity. There's no need for legal immunity from something that isn't illegal.

Now, if you're talking about more limited qualified immunity lower officials have, that's a different question.

@sj_zero no, I mean quite literally. Immunity only covers actions defined. Even for a president it has to be official acts, they can't just go shoot someone on Pennsylvania Ave.

Even for federal executive officials it has been things within the scope of their duties - but the thing to pay attention to is that when they reduced non-constitutionally defined acts to presumptive immunity, that will have to apply to any executive officials below the president.
