@ChristiJunior @sj_zero that has been played with through the years, sometimes he is directly responsible for the weekly minor incidents others homer's position is just a paper one as there is an second technicial who does know what to do and covers for homer out of his own OR as a explicit part of his job.
Still homer having the senior position so every code violation that mr burns ignores or intentionally lets through for extra profit is blamed on homer for not doing his job properly is something that has remained consistent through the years.
