That's kind of what I thought it would be.
I assumed the Canadian system wouldn't be so different than the UK system with a federal government, a provincial government, and municipal city/town governments with different powers and responsibilities at each level.
That's why seeing labour being blamed seemed strange. Typically municipal matters don't really reflect party politics.

I'm surprised, for all the problems over here, the cities typically collect garbage weekly.
