No matter how encrypted and secure you may believe a conversation is, if the person on the other end wants to publicize it, they will. If that person is popular/famous enough, doing so won't significantly negatively impact them.

At the very end, someone says "One of the biggest problems is you can't run twitter locally", which is often not a good sign.
Elon was probably being hyperbolic while simultaneously not being informed about the specifics.
I don't fault him *too* much here based on what I saw. Most C level executives are unbelievably ignorant of technology, even at tech companies.
