Ever since the executive order saying "sex at conception", a bunch of galaxy brained morons have been saying things like "Oh, then everyone must be a girl because sexual dimorphism doesn't happen until much later in gestation!"

Chromosomes are determined at the moment of fertilization when the sperm and the egg combine their DNA to create a new set of DNA. Then, at the moment of conception, you either have Two X chromosomes or One Y Chromosome (like the subreddits) and you get a male or a female 99.95-99.99% of the time if the pregnancy makes it to term.
It's like the subreddits (All the galaxy brains saying this shit know reddit, right?) Two X Chromosomes for women, One Y Chromosomes for a man. There's exceptions but it's an extreme rarity so to make the federal rule "What do your Chromosomes say" is an achievable and consistent standard the vast overwhelming majority of the time.
