I think the train company would be really mad at everyone switching their train tracks all the time. One person or five tied to the tracks it's a huge rail accident waiting to happen.

Being that the rail system is federally run, it's likely a federal crime to tie random people to their tracks and could be seen as an act of terrorism. Or a hate crime if two or more of the people share any noticeble characteristics.
