Under classical liberalism, the purpose of the state is to protect the liberty of the citizens. If your block is getting shot up and your cars are getting stolen and other violations of your rights are happening, then the state isn't doing its job and maybe it needs to stop doing all the things that aren't protecting people's basic human rights from being violated by criminals.
