Personal gain, yes. Always has been that way, and always will be. But, for example, were there ever Roman leaders/Caesars who were accused of selling out Rome to foreign powers for personal gain?
Let's take Julius as point of reference:
Did he do things, like invade Gaul and hold massive events in the Colosseum for personal benefit, and power? Yes, absolutely. And good or bad, he made Rome more powerful in the process.
But did he ever take bribes from the Visigoths at the expense of Rome just to get rich personally?
