These are not the same.
Iran gave the ships, their captain and their crew an option. Remain where you are or turn back where you came from, but do not try to pass the strait of Hormuz.

1. They're vulnerable right now, if the US taps out, they're gonna get pummeled
2. CIA is world premier expert on fucking you over, they've done it to at least half of south/central America who God only knows how much of the middle east
3. It means there's a power structure (Vatican?) that is not friendly to Israel, which again is bad news for them because they're so vulnerable
