I have also heard that it doesn't support regular proxy servers in the official app. Only their special kind.
It would be more available in censored regions if people could swap around different pluggable transports. But then again, maybe they could use VPN mode.

I may be mistaken about it not being libre, but I distinctly remember that when I was looking through things it didn't seem like a good fit. Maybe it's because you need to provide a phone number or relied at the time on a central server.
