I used to use that word to describe my own view, which is that the state (or any organization) has to make a case for my cooperation and participation; the fact that I'm born here entitles me to be here, and I owe no mafia with a flag any consideration, let alone allegiance: it's up to them to make a case. If that case is coercive, it justifies resistance at the minimum.
In practical terms... this doesn't work because almost any two people can organize to overcome a single person which renders any sort of ideological/political position and its arguments moot; even so, I still more or less think as above, and regard government like mostly unwelcome weather: a reality that one must contend with.
I believe that all forms of government (including its absence) are cringe because whatever form it takes, it has to address the fact that 80% of humanity are too fucking stupid to wipe or wash their own asses. Such a system will necessarily be base (not based), gay, retarded, and violent, and treat the 20% as either gods, or the retarded 80%, or some funky combination of both that.
