It's a little bit ironic when you think about it, these people are all marxists, but there's a real class struggle going on and they are the true bourgeoisie. They live in cities, they don't do anything productive, they just extract value out of the work of the working classes and live well off of that extracted value.
Marxism does assume that only the people who own the means of production and can be bourgeoisie, but when the state gets large enough they effectively own even the things that they don't own. You just replace one class of owners with another.
I suppose that's why Marxist revolutions always fail, because the workers never actually own anything, it's always the people in charge.
